Try shimmery eyeliner on the top and bottom. Basically any color would work except for black or any dark colors. Wear dark brown mascara and find a mascara that make your eyelashes look big and bold (like Covergirl or Almay). Wear a bright eyeshadow too. I can suggest charcoal black or dark brown...either in the eyes nicely lined also with black and smoky eye shadow and little silver shimmer will do the trick.
Simple:
You can use a white eyeliner, or even whit shadow. Apply lightly to your tear ducts and lower lash line. This should brighten up your eyes instantly! Then, you can apply black eyeliner on top.

Get a white or silver eyeliner and put it on your bottom lids just above the lash line. This helps brighten and open the eyes.
