coat the top eyelashes with mascara then line the bottom lid with eye pencil [ not too much though ].
Dont worry about eyeshadow.
Make sure you wear clear lip gloss with this though because it could look a bit too much otherwise.

They say blue eyeshadow brings them out, try a light shade, almost white, whatever you do steer away from dark browns and blacks.
Well, I would use a midnight blue or a black, and maybelline is the best for me at least.
Light pink (peach) make-up looks good. You definitely want to stay away from browns and greens (most earth tones don't go with blue eyes). Hope this helps!
Keep to some nice, chocolatey browns; they'll really bring out the blue
Eyes: Don't go to heavy or else your irises will get lost in the products. Use a brown mascara and coat the edges of the top lashes, pulling it outward at the outside. Use a nude or brown eyeliner and line the base of your bottom and top eyelashes. A tan or golden eyeshadow should be used at the bottom of your lids, then a pale brown, and along your brow bone should be a colour a shade lighter than your skin tone.
Lips: It all depends on your mood- au naturale? tan or light pink gloss. mod? red wine lipstick. scene? apply your foundation over your lips for white colour. With the tan gloss, use a lipliner to plump your lips.
Cheeks: apply a bronzer to the apples of your cheeks or a nude blush: avoid pink or red, too much colour can make your skin tone look flushed
Hair (although it's not makeup, it's still important): son't be afraid to pin up your hair, it will show off your brilliant eye colour!
the smokey eye is the best for blue eyes.
black and greys are gorgeous and make them really pop.
also dark browns are great too.
I have bright blue eyes, gold/bronze will make them look extra blue, lilac will give blue eyes a purply hue, and browns/greens give a green hue. grey/black seems to make my eyes stand out the least

If you follow the color wheel, it actually works! Orange looks really good with blue eyes. You don't have to go neon orange or anything, but maybe a light shimmery orange or a peach color. It will bring out your eyes and make them more blue.
Some good brands for eyeshadows are as follows:
M.A.C.! My all time favorite, they have good color payoff, lots of colors to choose from, but it can be a little pricey.
Loreal Hip-My best friend uses this brand. It's not too expensive and it has a good color payoff. Maybe not so many colors to choose from.
Some other good drug-store brands are Milani, maybelline, Max Factor. Milani has colors that can pass as MAC, but waaaay cheaper. You can get it at CVS, Walgreens, etc...Maybelline and Maxfactor (revlon and covergirl as well I guess) have really expanded their products, so there are more brighter colors with more payoff at a decent price.
Another good brand is Ben Nye. I love them!

EYES:
If you have blue eyes, i would definitely reccommend browns, and shimmery pinks. You can never go wrong with browns on blue eyes. Brown liner can also give you a very sultry look on blue eyes. Black eye liner (smudged) also give a very smokey sultry look, especially on blue eyes.
CHEEKS: Peachy and shimmery pinks are also perfect for people who are slightly tanned and blue-eyed. You can also even use a bronzer as a blush, just apply it where the sun would normally hit your face. You can also use a Translucent beauty powder (MAC COSMETICS HAS SEVERAL), and apply it on top of your blush, it will give you beautiful shine, make you look like an angel.
LIPS: Depending on the eye colors you choose, the rule is, if you have a dramatic eye, choose a neutral lip. Pinks and peachy colors look great on blondes!
