its not necessarily your hair color, but figuring out which color group you are in....warm or cool.....warm colors are rusts, reds, yellows, oranges...etc. cool ones are...pinks, blues, pastels...etc. the way to do this is to hold a color next to your face...ask someone which colors look best and go from there.THEN when you determine which color group you are in...you can start selecting your make up in those colors. also..if you really want your eyes to be noticed...use a shadow that is opposite your eye color (blue) on the color wheel. in your case it is brown. a caramel colored eye shadow looks fantastic with blue eyes....try it!!!! Brown eye make up really suits blue eyes! It makes them sooooo blue. Remember that if your going for dramatic eyes, use a nuetral toned lipstick. And if you want dramatic lips, use a light matte or shimmery shadow, also skip the eyeliner and use 1 0r 2 coats of mascara.....
Eyeshadow in soft greys/icy pinks/light browns - stay away from blue!!
Normal black eyeliner and mascara to make your eyes stand out.
Make sure your foundation/powder is the right colour for your skin tone

1.blue eyes and brown hair go with pretty much anything. pinks and browns look great for eyeshadows. lining ur eyes keep it simple with brown liner nd only a lil mascara. add a light piink lip nd it'll look awesome!!

I have blue eyes also, and I tend to get more compliments when I use black or dark colors, like dark browns around my eyes. I have a favorite system now, I use a metallic or sparkly colored dark brown eyeshadow. And I sorta line under my bottom eyelashes with it as well as just above the top lashes for a more dramatic look. then I use a slightly lighter color shadow for the outer corner of my eye lid to about the middle of the lid and then blend till it gives a ';shadow'; effect. I have a dark blonde hair w/highlights. Highlights are fun too! You can go highlights and/or lowlights to give your hair some depth, I prefer the more natural highlight for myself though
purple eye shadow, when applied correctly , is beautiful for an evening look. for everyday, stick to the nautral browns. but even browns have undertones, so be sure to get one that compliments your skin tone. try playing with black shadow and liner for a smokey night look. i also have blue eyes and dark brown hair
i have to say: trublend no miss makeup, brown mascara, brown eyeliner, and brown/bronze eyeshadow

From experience (although I currently have off-black hair);
Bronze and light browns brings out the colour of your eyes, and so can dark eyeliner. Also, black eyeliner with a tiny bit of green beneath it looks very good.
It's all about experimenting really (:
